The experience of unemployment can be particularly damaging for young people, as evidence shows that those who experience prolonged worklessness when they are young are likely to suffer lifelong effects on both earnings and employment prospects. For this reason tackling youth unemployment needs to be a policy imperative. This document proposes both short and long-term measures the UK government can introduce to reduce youth unemployment. The longer-term challenge is to reconfigure services and support to better reflect the reality of young people's modern labour market experiences, which are far more likely to require significant periods where work and education are combined than has been the case in even the relatively recent past.
